Federal government agencies with responsibilities for services to persons with certain disabilities (notably, mental illness, drug abuse, and alcoholism) sponsored demonstration research projects to identify models of care and supported housing that could be successful in bringing some of the most difficult-to-help long-term homeless into stable housing situations. This research has documented quite clearly that we can create housing environments with appropriate supportive services that will be attractive to the long-term homeless, will serve their needs, and will succeed in keeping them off the streets (much of this research with respect to the severely mentally ill is summarised by the National Resource Center on Homelessness and Mental Illness, 1992). Now that we know what will work, we come directly to the issue of whether the political will exists to create the types of housing and services that are known to help people.
